SoonerCare doula support requires a recognized credential, provider approval and the applicable referral. Oklahoma’s September 2026 coverage rule describes eight prenatal/postpartum visits and birth attendance, with specific duration, telehealth and setting conditions. This guide explains qualifications, enrollment preparation, documentation and additional-service review.

Which doula certifications does Oklahoma recognize?
The OHCA doula page lists recognized organizations and credential types. It includes birth, postpartum, full-spectrum and community-based qualifications. Check the exact issuer and credential against the current list before buying training.
The list includes national and Oklahoma community organizations. A short course offered by a recognized organization is not necessarily the complete certification. Ask about required practice, mentorship, assessment, completion deadline, renewal and full cost.
What does OHCA require of a recognized certifying organization?
The provider rule requires more than a course title. Its organizational criteria include two in-person birth-support experiences and two postpartum experiences with an organization-certified doula, training completed within a year of starting, current CPR and HIPAA preparation, at least two professional references, including at least one from a client. Organizations must require continuing education and recertification at least every three years rather than lifetime certification.
Use that distinction when comparing programs: ask for the full credential sequence, supervised practice opportunities and renewal terms. A certificate of attendance does not show that the certifier awarded its final credential. Keep the approval letter and expiration alongside training records.
OHCA requires recognized certifiers to obtain at least three continuing education experiences completed within the current certification period, reverify CPR and require HIPAA training during each period. The experiences may combine birth and postpartum education. The rule also requires the certifying organization to maintain practice, conduct, social-media and grievance policies. For a returning worker, inspect both the current credential and the issuer’s recognized status rather than assuming a past course remains sufficient indefinitely.
How should an Oklahoma doula prepare for provider enrollment?
Assemble the qualification file
Use the current eligible-provider rule and application. Preserve the final credential, NPI, taxonomy and supporting records, not just workshop attendance.
Retain actual provider and payer decisions
Identify the rendering individual, billing arrangement, approval and effective date. Confirm the participant’s actual coverage channel and submission route. A statewide benefit does not approve every trained worker.
Establish the referral process
Use the required SoonerCare referral and recommendation evidence under current instructions. Assign an owner for missing signatures or information. A pending request should remain visibly unresolved before payment review.

How should Oklahoma agencies plan visits under the current rule?
Rule 317:30-5-1217, revised September 1, 2026, distinguishes prenatal/postpartum visits from labor support. Use actual start and stop time and the correct setting. A booked hour does not establish that an hour of covered support occurred.
Keep the participant’s combined use across workers. If a backup attends the birth, preserve the original prenatal author and the backup’s actual service. Another assignment should not create an additional ordinary package.
Which practitioner can recommend SoonerCare doula care?
The coverage rule identifies an obstetrician, certified nurse midwife, physician, physician assistant, advanced practice registered nurse or licensed midwife. The SoonerCare Referral Form must be completed and submitted. A family’s request for support and the payer’s recommendation evidence should therefore be tracked separately.
For a fictional referral, the agency receives the family’s preferred doula and estimated delivery date while the practitioner’s form is still pending. The coordinator can organize contact and obtain the missing form without marking the payment review complete. Record who will follow up, the date requested and the actual returned document.
The OHCA program overview identifies Title XIX, CHIP, expansion-adult and STBS coverage categories for pregnant or postpartum members. Verify the individual’s actual category and eligibility dates. A broad program label does not guarantee that every participant has the same remaining eligibility period.
When can Oklahoma doula support use telehealth?
The rule permits prenatal and postpartum telehealth under its conditions, but not labor support. It excludes home-birth labor and delivery coverage. Record the actual format and location rather than changing a label to fit the benefit.
A remote contact during labor is not automatically an in-person birth attendance service. If a participant changes birth setting, preserve the support actually supplied and obtain the applicable payment instruction rather than guessing.
What must an Oklahoma doula note contain?
The coverage rule identifies the person, date, start and stop times, services, participant response, new needs and signed author credentials. Describe the actual support so the reviewer can understand the service without relying on a procedure code.
For a fictional prenatal encounter, the participant discusses preferences and questions for the clinical team, receives nonmedical support and agrees on follow-up. The doula records that work and relevant time without claiming a clinical assessment or a separate transportation benefit.
How should additional Oklahoma visits be reviewed?
Standard and additional-care requests should have different review states. Keep the stated exception, medical necessity, authorization request, decision and applicable dates. Do not treat a submitted request as approval or rewrite earlier visits to make room.
Before payment, match referral, provider readiness, actual service, time, setting, applicable allowance and current code. Preserve returned reasons and corrected submissions. The rule states that doulas have no allotted incentive payments. That payment provision should not be read as a separate rule about offering participant inducements.
What should Oklahoma doula software demonstrate?
Test an accurately timed prenatal visit, a telehealth postpartum contact, a birth-setting change and an additional-service request. Inspect referral evidence, authorship and final response. Confirm current SoonerCare and plan-specific claim functions individually.
What does the September 2026 Oklahoma rule cover?
OHCA rule 317:30-5-1217, revised September 1, 2026, allows eight prenatal/postpartum visits and one labor and delivery visit regardless of duration. Prenatal and postpartum visits have a 60-minute minimum; the separate labor and delivery service is described as regardless of duration. Prenatal and postpartum visits may use telehealth; labor support may not. The rule excludes home-birth labor and delivery coverage.
The rule requires a recommendation and a completed, submitted SoonerCare Referral Form. Standard benefits do not require prior authorization; additional visits for extenuating medical circumstances may be requested through PA. Use current enrollment, fee schedule and payer instructions alongside these coverage rules.
Which codes does OHCA publish for doula services?
The OHCA program page, last modified September 24, 2026, publishes these procedure and modifier combinations. The service must still meet the coverage rule; selecting a listed code does not establish that an encounter is payable.
| Doula service | Published procedure and modifier |
|---|---|
| Prenatal support | 59899 with HD |
| Postpartum support | 59899 with HD |
| Support at vaginal delivery | 59409 with HD |
| Support at cesarean delivery | 59514 with HD |
| Support at vaginal birth after cesarean | 59612 with HD |
| Support at cesarean after attempted vaginal birth following cesarean | 59620 with HD |
The page lists diagnosis Z32.2 for prenatal and labor/delivery care and Z32.3 for postpartum care. These are OHCA’s published billing instructions, not a claim that a doula performs the medical delivery procedure. Check the service-date fee schedule and actual payer instructions for the applicable amount and submission requirements.
What records should Oklahoma doula software support?
| Record | What to capture | Review purpose |
|---|---|---|
| Referral | Completed form and recommendation evidence | Establish service basis |
| Encounter time | Start and stop time | Verify duration |
| Service type | Prenatal, postpartum or birth support | Apply correct category |
| Format and setting | In person or allowed telehealth; location | Check service conditions |
| Note | Actual support, response, new needs and signature | Support payment review |
| Additional care | PA request and decision | Support visits outside the ordinary package |
Give reviewers a compact checklist and access to supporting evidence. Preserve the original account of care when clarifying a note or correcting payment data. Do not change a service narrative merely to make it match a selected code.

How should agencies manage a shared visit allowance?
Keep one pregnancy history across primary and backup doulas. Reconcile care delivered before agency intake and distinguish scheduled visits from completed services. A worker change or rescheduled appointment should not create a new allowance.
Plan follow-up with the participant rather than using all visits in a fixed pattern that ignores need. When additional care becomes necessary, assign an authorization owner, retain the supporting request and link the decision to later encounters. Keep financial readiness visible without losing the care coordination task.
