What does Pennsylvania perinatal doula certification require?

The current PCB credential page specifies 24 training hours including one in HIPAA or confidentiality, adult/infant CPR, three recent client evaluations and the notarized release. Applicants must live or work in Pennsylvania at least 51% of the time. Certain applicants whose education is not from an approved source also need one year of qualifying practice.

PCB says there is no exam. Certification begins with approval and renews every three years with 15 relevant education hours and the fee. Use the current application and credential status; do not substitute an older application’s pathway summary for current requirements.

How should a Pennsylvania applicant organize the evidence?

Compare the actual training with the CPD knowledge areas and collect completion records showing the applicant, title, dates, hours and issuer. Use the application’s client evaluation and confidentiality forms. A resume does not replace the verification requested for applicable experience.

Save the final decision, credential number and expiration. Keep sensitive family evaluation material restricted in the workforce file. Credential evidence should not be copied indiscriminately into every participant record.

Why does Enrollment Not Paid matter for Pennsylvania doulas?

The April 9, 2026 PT 13 requirements distinguish the individual from the payment-receiving group. An individual approval is not evidence of independent fee-for-service payment eligibility. Confirm the actual PT 13 group and fee assignment.

A new agency should establish group enrollment and the appropriate affiliations before treating a worker as payment-ready. Retain approval and effective dates for the group and each individual. If a worker changes groups, preserve the relationship that applied to earlier services.

What should a Pennsylvania group prepare for enrollment?

Use the current PT 13 checklist, including legal-name and tax-identifier evidence. The document identifies acceptable IRS documentation for group applicants; a generic W-9 is not a substitute where the checklist requires the specified IRS record. Keep group and individual applications separate.

Assign an owner for returned questions and preserve the final decision. An internal roster or pending application should not be treated as an approved billing relationship.

What supports the actual Medical Assistance service?

The coverage and payment bulletin supplies the recommendation and fee-for-service framework. Retain the required recommendation form and connect it to the participant’s actual service. For managed care, confirm the applicable MCO instructions.

At intake, identify prior support, participant priorities, primary and backup worker, expected birth setting and next contact. A referral to the agency is not automatically the completed recommendation evidence or a funded acceptance.

Which fee-for-service service categories must remain distinct?

The DHS bulletin and covered-service chart distinguish prenatal visits, postpartum visits, other perinatal support and labor/delivery. They describe twelve combined prenatal/postpartum visits per calendar year, at least thirty minutes for T1032 visits, initial prenatal and first postpartum visits in person, and one in-person delivery episode per pregnancy. T1033 is not payable when delivery did not occur. Managed-care questions go to the actual MCO.

For other perinatal support, obtain the current service definition, allowance and measurement period from DHS or the member’s payer before configuring a limit. Support for fertility/preconception, pregnancy loss, infant loss or termination should not be mislabeled as live-birth attendance.

In a fictional December-to-January episode, preserve all prior service dates rather than automatically resetting every category on January 1. Confirm any unresolved service limit with the payer. A calendar counter is helpful only when it matches the applicable service definition and confirmed instruction.

What should a Pennsylvania doula note and payment review show?

Record the rendering individual, participant, date, setting or format, support delivered, relevant time, response, referrals and follow-up. Keep the group and fee-assignment evidence linked to the service-date record. A complete note should not automatically create a payment request under the wrong entity.

For a fictional group transfer, earlier encounters retain the original group arrangement; later support uses the approved new relationship. Preserve the payer’s response and any corrected submission without replacing the clinical or support narrative.

What should Pennsylvania doula software demonstrate?

Test an individual ENP provider, an approved PT 13 group and fee assignment. Add a recommendation, worker transfer and payment correction. Confirm present PROMISe, MCO and claims capabilities individually and inspect who receives payment in the actual arrangement.

Which payment relationship should a new application use?

The April 9, 2026 enrollment checklist lists specialty 130 individuals as Enrollment Not Paid, with fee-for-service payment for groups and fee assignment only to a PT 13 group. Use that classification to prepare the individual and group applications and confirm the actual approved billing relationship before service.

The checklist also calls for proof of enrollment in the Medicaid program where an out-of-state service location is physically situated. A group using a fictitious name needs the specified state DBA record, and a tax-exempt group needs its IRS tax-exemption letter. Prepare these organizational records separately from each doula’s PCB credential.

How does Pennsylvania enroll perinatal doulas?

The April 9, 2026 PT 13 requirements identify specialty 130 for perinatal doulas. Individual applicants need Pennsylvania Certification Board perinatal doula certification. The document lists individuals as “Enrollment Not Paid” and groups for fee-for-service. It states that an individual PT 13, specialty 130 provider can fee assign only to a PT 13 group.

For group documents, the same instructions require IRS-generated legal-name and FEIN evidence and say W-9s are not accepted for that purpose. Keep the required organizational record separate from the individual’s credential. A familiar document should not be substituted for the actual enrollment requirement.

What supports Medical Assistance doula coverage?

The coverage and payment bulletin is effective January 1, 2025 and supplies recommendation, covered-service and billing materials for fee-for-service. It directs managed care coding and billing questions to the applicable MCO. Use the actual delivery system’s instructions.

How should Pennsylvania doula documentation be organized?

Retain the recommendation form as instructed by the bulletin and connect it to the participant’s episode. Keep a dated service note with the rendering doula, support provided, setting, relevant time, participant response, referrals and next action. Confirm the current covered-service chart and billing instructions for exact payment requirements.

Preserve one care history across primary and backup doulas. A group change should not erase the individual rendering provider or reset prior service use. Record the affiliation and assignment dates so a later reviewer can reconstruct the arrangement.

What makes a recommendation and encounter review complete?

For FFS, the bulletin requires the signed recommendation before services and identifies the MA 91 Encounter Form for each visit or service. Its claim instructions also call for the recommending MA-enrolled practitioner’s NPI. Keep the actual form, encounter and rendering provider linked, with the approved group relationship applicable to that date.

Operationally, give missing recommendation evidence, an unsigned encounter and an enrollment mismatch separate follow-up tasks. They have different owners and resolutions. Correct claim data without replacing the original support narrative or treating an unresolved eligibility question as a completed payment approval.
